New York State Charter School Performance

Performance on the New York State standardized exams, particularly in English Language Arts and Mathematics, is an important indicator of overall school success, contributing significantly to a school’s ability to meet the goals set forth in its acccountability plan.

In the context of the State Education Department’s decision to lower the cut scores for this year’s state assessments, there remains work to do in drawing final conclusions. We are awaiting the electronic release of student level data so that we can analyze individual student growth and look at how SUNY authorized charter schools compared to demographically similar schools state-wide.

SUNY's analysis of the State data released to date shows that:

 

  • SUNY authorized charter schools outperfomed their charter school peers on the 2009-10 Mathematics and English language arts exams
  • In mathematics, SUNY authorized charter schools outperformed all public schools in the state, charter and non-charter: SUNY charter schools – 67%, all public school students state-wide – 60%, non-SUNY charter schools 56%. 
  • In English language arts, SUNY authorized charter schools outperformed all non-SUNY charter schools in the state and came closest to meeting the average for all public school students state-wide:  all public students state-wide: 53%, SUNY charter schools – 49%, non-SUNY charter schools - 41%.
  • SUNY calculations show that 87% of SUNY schools outperformed their district of location in both mathematics and English language arts (looking at the same grades tested), compared to only 59% and 58% respectively for non-SUNY authorized charter schools.
  • In NYC, where the largest number of SUNY authorized charter schools are located, 42% of students were proficient in district schools as compared to 49% at SUNY authorized schools.
